Those instructions are incomplete. This peaked my curiosity so I went out and pulled the wiper blade to see how to do it.
What's missing is there is a plastic cover over the mounting point for the wiper arm and the wiper motor. That plastic cover will prevent you from raising the wiper arm high enough to rotate the wiper blade around to release it from the wiper arm. You have to use a flat blade screw driver and pry at the edge of the cover to push it back. You don't pry up but back. Once this cover is pushed back, you can then raise the wiper arm fully straight up.
