Does Toyota control what country gets Apple Carplay installed in their 2019 Toyota models?
I read articles here and there saying the 2019 C-HR should have Entune 3.0 as well as Apple CarPlay but nope.... that is not the case. I checked Settings and the CarPlay option is not there which means, I don't have it. Am I screwed or is there still hope for me?

Unfortunately not on 2019 - only 2020 models have CarPlay/Android Auto. I am looking into carlinkit kit so not sure if it works or not. Let us know if you decide to try it out.
