Are dealers in california discounting the C-HR on top of the toyota cash-back rebate of $1500 (southern california)?

I'm guessing this could vary from dealer to dealer because as far as I know, there isn't a standardized dealer discount they all agree on. Best ones are usually found outside of the main cities IMO.

Premium XLE with every option purchased a few weeks ago for 23,000 sticker was 25,700. Great deal I think.

Just picked up a C-HR last night, and I did get a 2K either rebate or discount.
