Can the CH-R Automatically Lock All Doors When

Putting the car in Drive? Is there a way to do this automatically?

No. The C-HR in Europe does not have a anti-carjacking system. You need to lock/unlock the doors yourself.
There are aftermarket OBD Canbus units for sale with autolock system.

I bought one from Amazon Japan, and it couldn't work. Perhaps the BCM of North America version is different from European and Japanese version.

Thats good info. Maybe there is difference in canbus for USA/Canada, Europe and Japanese cars.

I wonder why did Toyota remove this function from the European models. Is there any government regulations about automatic door locks?

Not sure about the regulations in Europe, but in my hometown Taiwan, it is not allowed unless it equipped with automatic unlock after a collision.

No rules about it here.. also because we dont have so much carjacking.
I agree that with all safety features the C-HR have its should be equipped with it. I have read also some European C-HR drivers missing this option.

That's weird not to have it offered, and as far as I know there isn't really a legal roadblock in North America when it comes to drive/lock.

There is NOT an option for the doors to auto lock once the engine is started and shifted in gear. Unfortunately, Toyota with their infamous wisdom (Duh!!) took this option out on the CHR. Kinda like the Range calculator being completely, totally, horribly WRONG, but Toyota claims it is correct.
